Quick Summary
The SLAC National Accelerator Laboratory (SLAC), a Department of Energy contractor, has issued a Sources Sought Notice to identify qualified consultants for topographic survey and underground utility mapping services. These services are crucial for Subproject 2 (SP2) of the Critical Utilities Infrastructure Revitalization (CUIR) Project, which aims to modernize SLAC's utility infrastructure. This is not a solicitation, but SLAC intends to issue a formal solicitation based on responses. Responses are due by 5:00 PM PST on May 8, 2026.
Scope of Work
The selected subcontractor will provide accurate, field-verified data on site terrain, surface features, and underground utilities to support the detailed design of CUIR SP2. This includes:
- Topographic Survey: Capturing significant surface and subsurface features, including gravity and pressure utilities, communications, hardscape, and vegetation.
- Underground Utility Mapping: Using geophysical methods (EM or GPR) to ASCE 38-22 Quality Level B standards, including utility tracing and CCTV for sewer/storm segments.
- Surface Modeling: Generating a Digital Terrain Model (DTM) with 1-foot contour intervals.
- Utility Connectivity: Measuring vertical distances for manholes.
- Control Points: Establishing horizontal (NAD83) and vertical (NAVD88) control.
Project Context & Requirements
CUIR SP2 focuses on replacing aging wet utility systems (potable water, sanitary sewer, storm sewer) installed in the 1960s. Key requirements for potential respondents include:
- Minimum five (5) years of experience in surveying.
- Licensed surveyors registered with the California State Board of Registration.
- Maintenance of a Quality Management System (QMS) compliant with DOE Order 414.1E and industry standards (e.g., ISO 9001).
- Adherence to SLAC safety protocols, including ES&H training and required PPE.
- Submission of deliverables such as AutoCAD files, CSV point files, signed/stamped PDFs, field records, and a comprehensive Survey Report.
- Compliance with REAL ID requirements for site entry.
Submission Details
Interested firms should submit a written response providing their firm's name and contact information (name, telephone, email) for a company point of contact with authority and knowledge to clarify responses. Responses must be sent to Quyen Weng at quyen@slac.stanford.edu by 5:00 PM PST on May 8, 2026.
Important Notes
This is a Sources Sought notice for market research only. SLAC is not requesting proposals, pricing, or confidential/proprietary information at this stage. Any such submissions will be discarded. A formal solicitation is anticipated to follow this market research. Draft documents, including a potential RFP, SOW, and various forms (Reps and Certs, IIPP, General Terms and Conditions), provide insight into future requirements, including a firm fixed-price contract, LPTA evaluation, and compliance with FAR/DEAR clauses.
