Purpose

SLAC is conducting market research to identify capable construction contractors for a planned LCLS-II-HE PCW Skid Upgrade Project. Vendors are explicitly instructed not to submit bids, pricing, or proprietary information at this stage. The DRAFT RFP package is provided for informational purposes to inform potential respondents about the scope of the future solicitation.

Planned Scope of Work

The project involves three primary areas of construction services:

  • Room 310 CO2 Chiller Infrastructure: Installation of structural, architectural, mechanical, plumbing, and electrical systems to support CO2 chiller skids, including new piping, electrical distribution for future expansion, and facility modifications.
  • B950A PCW Skid Demo and Relocation: Safe disconnection, removal, and relocation of the existing Process Cooling Water (PCW) skid in the Near Experimental Hall (NEH), including associated demolition and debris management.
  • B950 PCW System Upgrade: Installation of a new PCW skid and upgrading associated distribution systems in the basement and sub-basement of Building 950 to meet increased cooling demands, including line upsizing and temporary scaffolding. The work is located within Building 950 NEH – Room 310, Building 950A Central Utilities Plant (CUP) – Room 900, Room 213 Receiving Area, and 1-Hall-W West Hallway. The project schedule is dependent on SLAC's Summer 2026 Shutdown Window (July 20th to August 31st, 2026).

Minimum Qualifications (Anticipated for Future RFP)

For the future RFP, contractors are expected to meet the following minimum qualifications:

  • General Contractor's license not revoked within the past five years.
  • Not debarred from U.S. government contracts/subcontracts within the past five years.
  • No convictions for crimes involving government contract awarding or performance.
  • Established local office in the San Francisco Bay Area (10 counties) for a minimum of two years.
  • No U.S. projects terminated for default within the past five years.
  • Previous experience working at Department of Energy (DOE) and/or Department of Defense (DOD) Facilities.

Contract Details (Anticipated for Future RFP)

The anticipated contract will be a firm-fixed-price construction subcontract. It will be federally funded and subject to the Davis-Bacon Act. General Terms and Conditions for Fixed Price Construction Subcontracts (March 2024) will apply, incorporating numerous FAR and DEAR clauses. A minimum one-year warranty for workmanship and materials will be required.

Eligibility & Compliance (Anticipated for Future RFP)

All interested firms must be actively registered in SAM.gov. For the future RFP, offerors must also be registered in E-Verify. Subcontractors will be required to comply with the DOE Worker Safety and Health Program (10 CFR 851), submit a Subcontractor Safety Injury and Illness Prevention Plan (IIPP) Acknowledgement Form, and complete a Subcontractor Safety Qualification Form (SQF). Pre-requisites for a Notice to Proceed will include performance and payment bonds, various insurance certificates (Professional E&O, Builder's All Risk), and a project schedule.

Evaluation Factors (Anticipated for Future RFP)

The future RFP will likely be evaluated based on an integrated assessment of technical factors and price, potentially allowing for an award to a higher-priced offeror if technical superiority outweighs cost. Technical evaluation factors will include Technical Approach, Safety, Schedule, Project Management, Experience, Key Personnel, and Statement of Qualifications. Price will be evaluated for completeness, realism, and reasonableness.
