Quick Summary

The SLAC National Accelerator Laboratory, a U.S. Department of Energy facility, has issued a Sources Sought notice for the SSRL 10S Alcove Shielding Replacement project. This is for market research purposes only; a DRAFT RFP package is included, but the official RFP has NOT yet been released. Interested vendors should express their interest by February 12, 2026.

Purpose & Scope

This project involves the demolition and reconstruction of the concrete shielding structure at the 10S straight section of the SPEAR ring at SLAC in Menlo Park, CA. The primary objectives are to accommodate a new insertion device, enable out-of-alcove beam extraction, bring shielding structures up to current seismic and DOE 420.1C requirements, and prepare the alcove for future beamline installation. All construction must occur during the critical 2026 SSRL summer shutdown (July 20, 2026 – October 3, 2026).

The scope includes extensive demolition (concrete roof blocks, shielding walls, lighting, siding, etc.) and new construction (seismic-compliant shielding walls, buttresses, footings, roof blocks, reinforcement). Architectural and electrical modifications are also part of the project.

Key Requirements & Qualifications

Potential bidders for the future Firm-Fixed-Price construction subcontract must meet several minimum qualifications, including:

  • An established local office in the San Francisco Bay Area for at least two years.
  • Previous experience working at Department of Energy (DOE) and/or Department of Defense (DOD) Facilities.
  • A valid California Contractor's license that has not been revoked in the past five years.
  • No debarment from U.S. government contracts or projects terminated for default within the past five years.
  • No convictions for crimes involving government contract awards or performance.
  • Registration in the University's procurement system, E-Verify, and SAM.

Contract Details

  • Type: Sources Sought (DRAFT RFP indicates a Firm-Fixed-Price Construction Subcontract)
  • Set-Aside: None specified.
  • Department/Agency: Department of Energy / SLAC National Accelerator Laboratory
  • Place of Performance: Menlo Park, CA
  • Period of Performance (DRAFT RFP): Starts upon award, with final completion by October 15, 2026, and construction during the 2026 SSRL summer shutdown.

Evaluation Factors (from DRAFT RFP)

If an RFP is released, proposals will be evaluated based on a best-value tradeoff, considering:

  • Technical Approach & Project Understanding (including operational environment, radiation, SPEAR ring sensitivity, shutdown execution).
  • Safety, Work Planning & Radiation Controls.
  • Schedule & SSRL Shutdown Execution.
  • Risk Identification & Mitigation.
  • Relevant Experience & Past Performance.
  • Project Team & Key Personnel.
  • Statement of Qualifications, financial standing, and acceptance of terms and conditions.

Response & Next Steps

This is a Sources Sought notice; do not submit bids. Interested vendors should express their interest on the Interested Vendors List through this SAM.gov posting or by emailing the procurement specialist. The DRAFT RFP includes placeholder dates for proposal submission, indicating the official RFP is not yet released. A site visit is NOT SCHEDULED.
