Contract Details

This is a Combined Synopsis/Solicitation issued as a Request for Quotation (RFQ), intended to be awarded as a BPA Call Order against the existing R2 Rocky Mountain Restoration Project BPA. The resultant contract will be a commercial services contract with timber removal requirements. The Period of Performance is from the date of award through November 30th, 2029. The applicable NAICS Code is 113310 (Timber Tract and Forest Nurseries) with a 500-employee size standard. An estimated 1532 CCF of Live Ponderosa Pine Sawtimber is involved, with a minimum acceptable offer of $3.00 per CCF. The Service Contract Act Wage Determination 2015-5435 (Revision 29) applies to labor costs.

Submission & Evaluation

Proposals, including SF-1449, price quotes, and technical proposals, must be submitted separately via email to Chad.Bullock@usda.gov. Hard copy submissions will not be accepted. Proposals must remain valid for 60 days. Evaluation criteria prioritize Technical Approach (most important), followed by Relevant Past Performance and Utilization of Local Work Forces/Benefit to Local Community. Cost/Price will also be a significant factor. A site visit was previously held, and bidders were encouraged to conduct their own cruise estimates.
