Questions & Answers / Clarifications

This document provides responses to vendor questions regarding Solicitation 140L3926Q0017 for the Sloan Canyon NCA Security Camera System.

• "Equal" Products: "Equal" alternatives to the specified Avigilon product line will not be considered due to existing government standards for consistency, compatibility, and cost-effective support. This includes network video recorders, cameras, server, and client software.

• Exposed Conduit: Exposed conduits are prohibited.

• Wall Coring: Structural rebar is present in the 26" rammed earth wall. Contractors are responsible for determining if x-ray scanning is needed prior to coring. Fire caulking is not required for penetrations.

• Work Schedule: Some tasks may overlap with the current general contractor. Security camera installation is best scheduled for late summer or early fall, after power installation and building commissioning are finished.

• Warranty: A 1-year warranty coverage is required, with two optional years requested.

• Site Visit: Vendors who did not attend the site visit are still eligible to submit a proposal.

• Camera Mounting: Cameras can be mounted on posts on the building to see the parking lot, provided they meet SOW technical requirements.

• Power Options: Solar power is not an option due to the requirement for 24/7/365 uptime.

• Number of Cameras: There is no specific number of cameras required; contractors must install enough to meet SOW requirements.

• Trenching: Direct connection via CAT6 cabling to light poles is preferred. Pricing for electrical trenching as an optional line item should be included.

• PTZ Cameras: PTZ cameras are only required where they are the sole viable solution or where personnel are available to operate them. Fixed dome/bullet cameras are acceptable for interior and specific exterior locations.

• Installation Window: The 45-day installation window begins after the BLM approves the customized plan, not upon contract award.

• NVR and Storage: Vendors must supply an Avigilon NVR with storage capability for 30 days of motion-only recording. Recording should be triggered by motion, zones, and analytic events.

• ACC Software: Contractors must supply Avigilon Control Center (ACC) software at the "Standard" tier. BLM workstations will connect to the NVR for viewing.

• Alarm Integration: The camera system does not need to physically integrate with specific Access Control or Intrusion/Burglar alarm systems.

To install a comprehensive security camera system at the new Sloan Canyon National Conservation Area Visitor Contact Station (VCS) to provide continuous monitoring, deter unauthorized access and theft, safeguard personnel and government assets, and ensure compliance with federal security standards.
