Purpose & Scope of Work
The objective is to procure SAWSTS as a Training as a Service (TaaS) to enhance Soldier training in Combat Marksmanship and Advanced Marksmanship. The contractor will provide personnel, equipment, supplies, tools, and materials for the SAWSTS, including instructor-triggered real-time branching video drills, smooth pursuit sports vision drills, and human performance/cognitive drills. The system must utilize synthetic or live fire converted weapons with 1:1 weight and minimum 200PSI air output, and store data for performance analysis. Services include operations, sustainment, maintenance, setup, disassembly, instructor training, content management, and reporting. Training support will be provided at home station and deployed locations, including two annual train-the-trainer classes. Performance standards require 95% operational readiness and timely reporting.
Contract Details & Anticipated Terms
This is a Sources Sought notice for market research purposes, not a Request for Proposal (RFP). The anticipated contract type is Firm-Fixed Price (FFP). The estimated Period of Performance is from July 15, 2026, to July 14, 2027. The government may make multiple awards. The requirement may be set-aside for small businesses (including Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Businesses) or procured through full and open competition. A Wage Determination under the Service Contract Act is applicable for labor categories in New Mexico counties, including Otero, where McGregor Range is located.
Submission Requirements
Interested parties must submit a capabilities statement, limited to 10 pages, addressing:
