Sources Sought Notice / Market Research

This notice is issued by the Mission and Installation Contracting Command – Fort Bliss, Texas, to identify parties interested in and capable of providing Small Arms Weapons Simulation Training System (SAWSTS) services. The government is conducting market research to determine if this requirement can be set-aside for small businesses or will be procured through full and open competition. Multiple awards may be made.

McGregor Base Camp, Chaparral, New Mexico (100% On-Site Government, 0% Off-Site Contractor).

The requirement supports the 5th Armored Brigade, First Army (Division West) mission to train Soldiers in small arms combat skills, including operations and tactics in a multinational environment. The training aims to maintain a high level of proficiency and relevancy in security force operations and combat marksmanship, referencing various Army doctrine and policy documents.

Contractors must provide personnel, equipment, supplies, tools, and materials for Training as a Service (TaaS) using a SAWSTS with specific drills (Grid pattern sports vision, Cognitive, human performance). This includes instructor-triggered real-time branching video drill creation and smooth pursuit sports vision drills.

Interested parties must submit a capabilities statement (max 10 pages) addressing:

• Past performance on similar requirements.

• Experience managing similar tasks and subcontractors.

• Specific technical skills.

• Ability to perform at least 50% of the work if set-aside for small business.

• Current business status (small/large, employee count, revenue, locations, DUNS).

• Qualification as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business.

• Ability to meet Facility and Safeguarding requirements.

• Questions due by: 28 May 2026 at 9:00 MST.

• Responses due by: 4 June 2026 at 9:00 AM MST.

• Estimated Period of Performance: 15 July 2026 – 14 July 2027.

• Anticipated Contract Type: Firm-Fixed Price.

• May include labor categories subject to the Service Contract Act or collective bargaining agreement.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a Small Arms Weapons Simulation Training System (SAWSTS) as a Training as a Service (TaaS) to support Soldier training in Combat Marksmanship and Advanced Marksmanship at McGregor Base Camp, Chaparral, New Mexico.

• Provide personnel, equipment, supplies, tools, and materials for SAWSTS.

• Conduct instructor-triggered real-time branching video drill creation.

• Offer smooth pursuit sports vision drills and human performance/cognitive drills.

• Utilize synthetic or live fire converted weapons with 1:1 weight and minimum 200PSI of pure air output.

• Store data in a central database for trend performance analysis.

• Support training for 5th Armored Brigade, First Army.

• Provide training at McGregor Range, Chaparral, New Mexico.

• Include operations, sustainment, maintenance, setup, and disassembly of the system.

• Facilitate instructor training, content management, and reporting.

• Provide training support services at home station and deployed locations.

• Conduct two train-the-trainer classes annually.

• System availability must be maintained for scheduled training requirements.

• Training support equipment must be fully functional with minimal delays due to malfunctions.

• Reports (weekly and monthly) on system availability, training hours lost, and soldier throughput are required.

• Synthetic weapons must be available at the start of the contract.

• Operational readiness rating of 95% or better for all scheduled trainings.

• Period of Performance: Base Year (15 JAN 2026) to (14 JAN 2027).

• Place of Performance: 5TH AR BDE, 9438 McGregor Range, New Mexico.

• Contractor personnel are not subject to government supervision or control.

• Firm Fixed Price (FFP) contract type.

• Tasks are UNCLASSIFIED.

• Contractor personnel require a background check for installation access.

• Antiterrorism (AT) Level I training is required for all employees.

• Compliance with applicable US safety standards, HAZMAT handling, and environmental regulations.

• Contractor must provide a Quality Control Plan (QCP) within 30 days of award.

• Key Personnel include Team Lead and Secondary Team Lead.
