Purpose
The Planetary Data System (PDS) ensures the long-term preservation, accessibility, and usability of NASA planetary science data. This RFI aims to verify the reasonableness and feasibility of the requirement, promote competition, and inform NASA's acquisition strategy for the Small Bodies Discipline Node.
Scope of Work
The Small Bodies Discipline Node (SBN) is responsible for:
- Planetary Science Mission Support: Ingesting, validating, and archiving small bodies data from missions, research, and ground observations, including assigning Digital Object Identifiers (DOIs).
- Data Archival & Preservation: Implementing PDS Level 3 and 4 requirements, ensuring long-term preservation via the NASA Space Science Data Coordinated Archive (NSSDCA), and public data accessibility.
- Cloud Migration: Migrating all Discipline Node data, services, and tools to a NASA-managed cloud environment.
- Standards & Documentation: Maintaining PDS archiving standards, interoperability, and PDS4 Local Language Dictionaries (LDD).
- Working Groups: Participating in PDS working groups and supporting NASA Science Mission Directorate data management.
- Minor Planet Center (MPC) Management: Providing technical and financial management for the MPC, processing astrometric observations, and maintaining databases.
- International Asteroid Warning Network (IAWN) Support: Administering and aggregating data for the Planetary Defense Coordination Office (PDCO).
Key Requirements & Compliance
The effort requires compliance with Federal cybersecurity laws (e.g., FISMA, FITARA), NASA cybersecurity directives, and Section 508 of the Rehabilitation Act. Performance standards include quarterly reporting on metrics, specific deliverables, and adherence to NASA Procedural Requirements (NPR) 7120.8A. Bidders must also understand and comply with security and privacy controls detailed in Appendix II (PDS-FedMandatoryControls) and NASA-SPEC-2661.Controls v2.0.

Respondents are encouraged to provide input on realistic SB subcontracting goals, potential barriers, and strategies to increase SB participation.
