Brand Name Justification

This document justifies the procurement of STIDD brand replacement parts for the Diver Propulsion System on a brand name basis. The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) is the contracting activity. The parts are essential for maintaining the operational performance of the Diver Propulsion System, and alternate parts are not authorized.

• ASSEMBLY, ANTENNA MAST MOUNT, 360 ROTATION, SUBSAFE (Part Number: 4550-1-142-HPP)
• HITCH ASSEMBLY KIT, CARGO POD (Part Number: 4580-1-160)

STIDD is identified as the Original Equipment Manufacturer (OEM) and the sole provider of parts that meet the stringent technical requirements of the USSOCOM PEO-M Combat Diving program. The STIDD DPD3 device is an approved system, and other brands have not been demonstrated to interface or meet these critical technical capabilities. Competition is limited to authorized sellers of STIDD brand products.

• The acquisition will use simplified acquisition procedures.
• The total dollar value will be above micro-purchase levels but not exceeding the simplified acquisition threshold.
• The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative.

Market research indicates that STIDD is the only brand capable of meeting the Government's needs. No actions are planned to remove barriers to competition for future acquisitions, as STIDD remains the sole source for these specific requirements.
