The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to award a firm-fixed-price order on a brand-name-specific basis to the lowest-price offeror that is an authorized reseller of TACLANE brand products.

• Item 1: TACLANE-FLEX Customizable Encryption Platform - 1 Gb/s Bundle (Qty: 3 EA). Includes fully tactical 1 Gb/s full duplex HAIPE INE with key, algorithm, and protocol agility, Agile VLAN and TTS software, cables, power adapter, spare CIK, 5-year hardware/software warranty, and Help Desk Support.

• Item 2: TACLANE®-10G Cyber Capable Encryptor Bundle - Single Mode (Qty: 1 EA). Includes line rate 10 Gb/s full duplex throughput INE with simultaneous Suite A/B and HAIPE® v4.1/IPMEIR 1.0 agility, single mode interfaces, cables, power cables, spare CIK, 5-year hardware/software warranty, and Help Desk Support. Also includes Agile VLAN Software and Trusted Sensor Software.

• The acquisition will be conducted using simplified acquisition procedures.

• The total dollar value is above micro-purchase levels but not exceeding the simplified acquisition threshold.

• The Contracting Officer has determined the order represents the best value and lowest overall cost alternative.

• This justification indicates a limited source acquisition, implying a specific reseller will be sought.

• This is a brand name justification, specifically for TACLANE brand products.

• TACLANE-FLEX encryption is stated as the only commercially available encryption platform that meets requirements for end-to-end secure connections on the RDT&Ec network.

• NSWC PCD has a substantial investment in TACLANE INE equipment, and alternate equipment may degrade the RDT&Ec network.

• No additional market research was conducted as TACLANE encryptors are considered the only brand that meets the Government's needs.
