Competition is limited to authorized distributors and resellers of UltraLife brand batteries.

• The specific item required is the UltraLife Lithium Battery BA-5390A/U 13Ah MIL-PRF-32271, Part Number UB0048.

• Quantity required is 2000 units.

• The batteries must meet specific altimeter kit design and functionality requirements.

• The batteries must fit within existing volumetric constraints of the Mine MK 68 (All Mods) system.

• The batteries must provide sufficient energy capacity to meet operational mission requirements.

• The action will award a firm fixed price purchase order.

• The acquisition will use simplified acquisition procedures.

• The total dollar value is expected to be above micro-purchase levels.

• Not applicable, as this is a brand name justification limiting competition.

• Competition is limited to authorized distributors and resellers of UltraLife brand batteries.

• The justification is based on 10 U.S.C. 2304(c)(1) and FAR 6.302-1(c) due to unique qualifications and inability of other battery packs to meet requirements.

• UltraLife is identified as the sole developer and original equipment manufacturer (OEM) of the required battery.

• Extensive trade studies confirmed that other battery packs do not meet the operational environmental requirements, size/weight constraints, or energy density needs.

• Replacing the battery would require significant redesign, potentially delaying fleet introduction and incurring additional costs.

• The government did not purchase rights in data or design as these are commercial items.

• The Contracting Officer determined this order represents the best value and lowest overall cost alternative.
