To procure a Small Grain Drill - No Till / Dual Seed Box.

• Purchase of a Small Grain Drill - No Till / Dual Seed Box.

• The drill must include 2 cereal grain boxes and 1 small grain box. Brand Name Great Plains 3P806NT or Equal.

• The drill must be a 2 x 13 single, 5/8 inch Turbo Coulter model, equipped with dual seed and seed with small-seeds, with lift assist feature and weight brackets.

• Coupling accessories are required to allow for attaching a 3-point hitch.

• Capable of hooking up to a 3-point hitch (category 2).

• 7.5 inch row spacing.

• Two cereal grain seed boxes and one small seed box.

• No till with coulter grease bank.

• 8'-8'6" working width.

• Must possess press wheels.

• Must have a jack/parking stand.

• Must possess a multiple speed gearbox.

• Must have adjustable seed openers.

• Must possess a ladder and walking board for access to the back of the drill.

• Small Grain Drill and accompanying accessories must be delivered to USDA-ARS, 7207 W Cheyenne St El Reno, OK 73036-2144.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for a Small Grain Drill. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is set-aside for small business concerns.

• One (1) Small Grain Drill - No Till / Dual Seed Box with 2 x 13 single, 5/8-inch Turbo Coulter.

• Must be equipped with dual seed and seed with small-seeds.

• Must include a lift assist feature and weight brackets.

• Must have coupling accessories for attaching a 3-point hitch.

• Must be delivered fully assembled and ready-to-use.

• The drill must be capable of hooking up to a 3-point hitch (category 2).

• Must have 7.5-inch row spacing.

• Must possess two cereal grain seed boxes and one small seed box.

• Must be no-till with coulter grease bank.

• Must have an 8'-8'6" working width.

• Must possess press wheels.

• Must have a jack/parking stand.

• Must possess a multiple speed gearbox.

• Must have adjustable seed openers.

• Must possess a ladder and walking board for access to the back of the drill.

• Traceability to the Original Equipment Manufacturer (OEM) is required.

• A Certificate of Conformance (COC) must be furnished.

• Anticipated contract type: Firm-fixed price.

• The government reserves the right to make multiple awards if it results in best value.

• The government intends to make one award from this solicitation.

• Delivery is required within 60 days after receipt of order (ARO). Early deliveries will be accepted.

• F.O.B. destination is requested.

• Offers will be evaluated on a lowest price technically acceptable basis.

• Technical acceptability will be evaluated based on meeting or exceeding salient characteristics.

• Past performance will also be evaluated.

• Pricing must be submitted for the base period and all option periods.

• Offerors must hold prices firm for 90 calendar days from the receipt of offers.

• This acquisition is a Total Small Business Set-Aside.
