Sources Sought Notice

This notice is a Sources Sought, not a solicitation or request for proposal. The National Institute of Standards and Technology (NIST) is conducting market research to identify qualified and capable firms interested in providing a self-contained, trailer-mounted cooling unit. Small businesses and socioeconomic small businesses are particularly encouraged to respond.

• Item: Self-contained, trailer-mounted, cooling unit (specifications document to be provided later).
• Delivery: Within 90 days from the date of award.
• Contracting Method: Anticipated to be a supply/commodity contract under commercial procedures (FAR Part 12).
• NAICS Code: 336212 (Truck Trailer Manufacturing).
• Small Business Size Standard: 1000 employees.
• Potential Set-Aside: If set-aside for small businesses, a limitation on subcontracting (at least 50% of personnel cost expended on prime contractor employees) may apply.

Interested and technically qualified firms should submit a detailed Statement of Capability, including:

• Company Information: Name, Point of Contact (name, phone, email), SAM UEI, Business Size (Large/Small) for NAICS 332999, and Socioeconomic Category (8(a), HUBZone, SDVOSB, WOSB).

• Capabilities Narrative:

  • Experience performing similar services.
  • Up to four examples of similar products/items provided.
  • Strategy and ability to meet the 90-day delivery requirement.
  • Whether services were performed directly or as a subcontractor/teaming partner.
  • Interest as a prime contractor or part of a Contractor Teaming Arrangement (CTA)/Joint Venture (describe experience of each entity).

• Format: Written Statement of Capability.

• Page Limit: Maximum of ten (10) pages, excluding commercial brochures or existing marketing material.

• Purpose: To assist NIST in tailoring requirements to industry standards. Submission is not a prerequisite for future opportunities.

• NIST is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a mobile cooling solution that reduces and maintains internal Steam Manhole (SMH) temperatures at near-ambient levels, ensuring the health and safety of NIST work crews during prolonged maintenance and repair services.

• Provide a self-contained, trailer-mounted cooling unit.

• The unit must house a 5-ton HVAC unit to supply cold air into SMH spaces.

• All items provided must be new; prototypes, demonstration models, used, or refurbished equipment are not accepted.

• Trailer: 7' x 12' bumper pull utility trailer, DOT certified, with a GVWR of 2,990 lbs.

• Fuel Transfer Tank: 36-gallon, steel, powder-coated, with internal baffles.

• HVAC Unit: 5-ton, single-packaged heat pump system.

• Diesel Generator: Kubota GL14000 or similar, 12 kVA prime output, 120/240V.

• Ventilation Duct: Laminated PVC, yellow, 14 oz. material, 25 feet long.

• Stabilizing Jack: Pro Series Round, Pipe-Mount Swivel Jack with footplate, 10" lift, 5,000 lbs.

• Utility Storage Box: Steel, black powder-coated, lockable lid.

• Wheel Chock: Set of two, medium duty.

• Trailer dimensions: 7' wide x 12' long.

• HVAC unit and generator raised 1-1/2" off the deck for circulation.

• Trailer rails modified for full access to HVAC and generator maintenance points.

• HVAC air discharge and filter access must be accessible.

• Fuel lines and filter protected.

• Welded brackets for wheel chock storage.

• Sidewind stabilization jacks on rear corners.

• Verify all conditions and ensure unit meets performance specifications.

• Obtain COR approval for the final layout.

• Procure and assemble all labor, materials, and equipment.

• Arrange for functional test and pre-delivery inspection.

• Deliver the fully commissioned and operational trailer.

• Provide all equipment documentation, manuals, cut sheets, and warranties.

• Supply a 1-year inventory of OEM-recommended preventive maintenance consumables.

• Provide up to 4 hours of onsite training.

• Delivery within 90 days after award.

• Delivery to NIST, 100 Bureau Dr., Building 301, Gaithersburg, MD 20899-1640.

• Conducted upon receipt and inspection for damage and operation per FAR Clause 52.212-4(b).

• Any required repairs or re-work at no cost to the Government.

• One-year warranty on workmanship.

• One-year warranty on all equipment from the date of delivery.
