Solicitation / RFP / RFQ

This solicitation is for the procurement of commercial items, specifically "Snack Items" to be used in the Unitized Group Ration - Heat & Serve Program and Unitized Group Ration M Programs. The Defense Logistics Agency (DLA) Troop Support intends to award a Simplified Indefinite Delivery Contract (SIDC) using Low Price Technically Acceptable (LPTA) source selection procedures.

• The solicitation includes three CLINs (Contract Line Items) for specific food items:

  • CLIN 0001: Jalapeno Cashews (Shelled, Roasted, Flavored, Individual Serving Pouch 19g)
  • CLIN 0002: Toaster Pastry, Chocolate Chip (Individual Serving Packet)
  • CLIN 0003: Teriyaki Beef Stick (Bags of 25)

• Product Demonstration Models (PDMs) are required for each item and will be evaluated for compliance with item descriptions, product specifications, and sensory attributes. PDMs will become government property and are not returnable.

• Offerors must submit pricing for each line item on an F.O.B. Destination basis, including freight.

• The shelf life for all items must be 36 months.

• Delivery is required within 90 days after issuance of each delivery order.

• Contract Type: Simplified Indefinite Delivery Contract (SIDC), firm-fixed-price.

• Period of Performance: Three consecutive tiered delivery periods, each 365 days in length.

• Estimated Quantities: Minimum and maximum contract quantities are specified for each CLIN over a three-year period.

• Offer Due Date: May 11, 2026, 3:00 PM EDT.

• Offers must be submitted electronically to James.Kahn@dla.mil and Thomas.Haley@dla.mil.

• Evaluation will be based on Low Price Technically Acceptable (LPTA) procedures.

• Factors for evaluation include Technical Proposal (PDMs) and Price.

• Technical acceptability will be rated as acceptable or unacceptable.

• Pricing will be evaluated to estimate the lowest overall aggregate cost.

• Offerors must submit their "BEST offer" at the time of solicitation closing; negotiation discussions are not anticipated but may occur.

• The acquisition is set aside for Small Business.

• Specific small business categories are listed, including HUBZone, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business, and Economically Disadvantaged Women-Owned Small Business.

• Offerors are cautioned to carefully review the entire solicitation, including FAR clauses and addenda.
