Justification for Other than Full and Open Competition (J&A)

This document is a Class Justification and Approval (J&A) for an exception to fair opportunity under FAR Subpart 16.5, specifically for brand-name software support. • Price reasonableness will be determined at the individual contract or order level.

• Market research will be conducted for each individual requirement to confirm the necessity of brand-name support.

• Latitude exists within NASA SEWP, Army CHESS, GSA Schedules, and beta.SAM.gov for small business set-asides.

• Market research findings will be coordinated through the DISA Office of Small Business Programs.

• The justification is based on the essential nature of the specific brand-name product/feature for Government requirements and the inability of other products to integrate without significant changes.

• The Defense Information Systems Agency (DISA) is the Requiring Agency, and the Defense Information Technology Contracting Organization (DITCO) is the Contracting Activity.
