This notice is for market research purposes only and is not a Request for Proposal (RFP). The Indian Health Service (IHS) is seeking information from qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) to determine the acquisition strategy for Snow and Ice Management Services for the Mashpee Wampanoag Service Unit (MWSU). The IHS intends to prioritize a set-aside under the Buy Indian Act.

The contractor will be responsible for providing all labor, equipment, materials, and supervision for snow plowing, snow blowing, shoveling, and applying de-icing/anti-icing agents. Services are required for all designated roadways, parking lots, sidewalks, ramps, and entryways at the MWSU facility to ensure continuous safe access for patients, staff, and emergency vehicles.

• Service Activation: Automatic dispatch upon 2 inches of snow accumulation; proactive treatment for icing conditions.

• Response Times: Initial clearing and treatment required before facility opening (7:00 AM EST, Mon-Fri).

• Performance Standards: Clear to bare pavement, proper snow placement in designated areas, use of environmentally safe de-icing materials.

• Deliverables: Post-award kickoff meeting, detailed service logs within 24 hours of completion, monthly invoicing.

• Period of Performance: Base year (09/30/2026 – 09/29/2027) with four (4) one-year option periods.

• Place of Performance: Mashpee Wampanoag Service Unit, 483 Great Neck Road S, Mashpee, MA 02649.

• Anticipated Contract Type: Firm-Fixed-Price.

• Interested parties should submit a capability statement (max 3 pages) demonstrating their ability to perform the services.

• Required Information: Company details, business size status (NAICS 561790), Indian Enterprise status (IEE/ISBEE) with IHS IEE Representation Form, capability narrative, and up to three relevant past performance examples.

This document is the "Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form." It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" as defined by the Buy Indian Act and HHSAR 326.601. This form is required in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation.

• Self-Certification: Offerors must attest whether they meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Eligibility Period: The enterprise must meet the definition throughout the offer period, at contract award, and during the contract performance period. Any change in eligibility requires immediate notification to the Contracting Officer.
• Required Information: Bidders must provide:

  • Name of the 51% owner of the IEE Firm
