Performance Work Statement (PWS)

To provide snow and ice removal services for the 99th Readiness Division (RD) at the Charles County USARC located at 4600 Fox Tail Place, White Plains, MD 20695, ensuring a clean workplace free of snow and ice.

• Provide all personnel, supplies, supervision, tools, materials, equipment, transportation, and fuel for snow and ice removal.

• Services include plowing, sanding, salting, and ice removal from paved areas, sidewalks, landings, entrance ramps, catch basins, hydrants, and around dumpsters.

• Snow must be plowed to bare pavement, with visible curbs and cleared catch basins. Parking spaces must be cleared.

• Sidewalks require cleaning after a 3-inch snowfall and sanding/salting if slippery conditions exist.

• HVAC units must be kept clear of snow and ice using methods other than plowing.

• Snow piles are not to be left in plowed areas, and parking lot space reduction should not exceed 10%.

• Snow must be removed from around hydrants and dumpsters to ensure accessibility.

• No snow stockpiling near monitoring wells.

• Services must be performed in accordance with the PWS and federal, state, and local regulations.

• Contractor must maintain an effective quality control program.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP) and an inspection sheet (Exhibit 2).

• Invoices require 'before and after' time-stamped pictures as verification of services performed.

• Performance objective: 98% compliance with no more than one valid customer complaint per month.

• Period of Performance: 12 months from the effective date of award, with four 12-month option periods.

• Place of Performance: Charles County USARC, 4600 Fox Tail Place, White Plains, MD 20695.

• Notification: Contractor shall NOT perform services unless notified by the COR/RFOS and must arrive on site within 2 hours of notification.

• Personnel: Provide a list of employees 15 days prior to award. Employees must communicate in English. A contractor representative must be onsite during services.

• Security: Abide by all security regulations and be subject to security checks. AT Level 1 and OPSEC training are required for contractor employees.

• Vehicles/Equipment: Must be commercial grade, properly maintained, and meet specific federal regulations (40 CFR Part 202, 49 CFR Part 390-397). Vehicles must display contractor information.

• Environmental: No hazardous waste transport onto property. Report any releases of oil or hazardous materials immediately. Submit Material Safety Data Sheets for hazardous materials.

• Keys: Strict control over government-issued keys; $50 charge per lost key.

• Reporting: Submit monthly invoices with required pictures. Report manpower data to SAM.GOV.

• Antiterrorism/OPSEC: AT Level 1 training required within 30 days of contract start. OPSEC training required within 30 days of reporting and annually. iWATCH training required for employees.

• Contract Type: Firm Fixed Price Requirements contract. Task Orders will be issued annually. No work to commence without an issued Task Order.
