Snow and Ice Removal Services Requirement Supporting the Alleghany County Memorial U.S. Army Reserve Center in Cumberland, MD

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a clean workplace free of snow and ice.

• Provide snow and ice removal services on all locations as specified on the site map.

• Services include plowing, sanding, and salting.

• Specific areas include paved areas, sidewalks, landings, entrance ramps, parking lots, driveways, gates, catch basins, hydrants, dumpsters, monitoring wells, and HVAC units.

• Removal of snow from parking lots should not reduce parking spaces by more than 10%.

• Snowbanks at parking lot entrances/exits must not exceed three (3) feet high.

• Snow must be plowed to bare pavement with no trailing windrows.

• Catch basins, hydrants, and dumpsters must be cleared.

• Sidewalks require cleaning, sanding, and salting at the end of each snowstorm if slippery conditions exist.

• Sand barrels must be provided, maintained, and kept half-full.

• Services must be performed to the standards in the contract and all federal, state, and local regulations.

• Quality control must be maintained by the contractor.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Performance objectives include clearing snow and ice (98% with no more than one valid customer complaint per month) and maintaining equipment in good workable condition (98% with no more than one valid customer complaint per month).

• Invoices will not be approved without submitted pictures verifying services performed.

• Period of Performance: 12 months from the effective date of award, with four 12-month option periods.

• Place of Performance: Alleghany County Memorial USARC, 14418 MCMULLEN HWY, CUMBERLAND, MD 21502.

• Contractor shall NOT perform services unless notified and instructed by the COR/RFOS.

• Contractor must arrive on site and begin services within two (2) hours of notification.

• Contractor must maintain contact with COR/RFOS during operations.

• Contractor must provide 'before and after' time-stamped pictures to verify work.

• Contractor must provide an onsite contractor representative.

• Contractor personnel must wear clothing or nametags identifying their company and name.

• Contractor must comply with all security regulations and undergo security checks.

• Contractor must maintain a safe working environment.

• Contractor must comply with environmental specifications, including handling and disposal of hazardous materials.

• Contractor must provide Material Safety Data Sheets for all hazardous materials.

• Contractor must report any release of oil or hazardous waste material immediately.

• Contractor must schedule work to minimize interference with Government business.

• Contractor assumes full liability for loss or damage to Government property.

• Contractor must provide State and Federal licenses, operating permits, and certifications within five working days of award.

• Contractor must submit monthly invoices with required pictures.

• Contractor employees must complete AT Level I training within 30 days of contract start date.

• Contractor employees must comply with access, general protection, and security policies.

• Contractor employees must complete iWATCH training and OPSEC training.

Amendment / Modification

• The response due date for the solicitation has been extended from January 20, 2026, to May 20, 2026.

• The "Response Due Date" has been updated.
