This solicitation is for Snow and Ice Removal Services at Major Holleder USARC, 515 Ridge Road, Webster, NY 14580. The Army Contracting Command - New Jersey (ACC-NJ) on behalf of the 99th Readiness Division is seeking to procure these services to ensure a clean and safe workplace free of snow and ice.

• Snow removal services for various snow depths (3"-6", 6"-10", 10"-14", 14"+).

• Ice melt and sand application.

• Clearing of sidewalks.

• Services to be performed in accordance with the Performance Work Statement (PWS).

• A single, Firm-Fixed-Price (FFP) contract will be awarded.

• Period of Performance: 12-month base period plus four 12-month option periods.

• Offers must be submitted via the PIEE solicitation website.

• Offerors must be registered in the System for Award Management (SAM).

• Proposal submission deadline: January 30, 2026, at 02:00 PM Local Time.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a clean workplace free of snow and ice.

• Provide snow and ice removal services for all paved areas, sidewalks, landings, and entrance ramps.

• Remove snow and ice from sidewalks, landings, and entrance ramps, ensuring they are free of accumulation, piles, or drifts.

• Remove snow from all remaining paved surfaces, including drifts or piles.

• Immediately remove ice upon notification to ensure secure footing and safe driving conditions.

• Remove snow from catch basins to allow free drainage.

• Clear snow from around hydrants (approximately six (6) feet wide area).

• Clear snow from around dumpsters to allow for refuse disposal.

• Ensure HVAC units are kept clear of snow and ice for access to control panels.

• Plowing involves pushing and piling snow into adjacent areas, ensuring full opening and safe access for personnel and equipment.

• No snow piles are to be left in plowed areas.

• Parking lots should not have more than a 10% reduction in spaces.

• Plow snow back four (4) feet from parking lot entrances and exits for visibility, with snowbanks not exceeding three (3) feet high.

• Relocate excessive snow accumulation off-site as necessary.

• Sidewalks require cleaning at a three (3) inch snowfall event and complete cleaning/sanding/salting at the end of each snowstorm if slippery conditions exist.

• Mark all sidewalks and appurtenances before the snow season.

• Use sand, salt, or a mixture in accordance with local regulations and COR/RFOS authorization.

• Sand must be clean, inert, hard, durable, with no more than 10% passing a No. 200 sieve.

• Provide and maintain sand barrels with weather protective lids, kept ½ full of sand throughout the winter season.

• Dispose of all trash and debris found in and around sand barrels.

• Period of Performance: 12 months from the effective date of award, with four (4) 12-month option periods.

• Place of Performance: MAJ Holleder USARC, 515 Ridge Road, Webster NY 14580.

• Quality Control: Contractor must maintain effective quality control to ensure services meet PWS requirements.

• Quality Assurance: Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Performance Requirements Summary (PRS) (Exhibit 1):

  • Clear snow and ice: 98% with no more than one valid customer complaint per month.
  • Maintain equipment: 98% with no more than one valid customer complaint per month.

• Invoices require submission of pictures as proof of satisfactory service.

• Contract Type: Firm Fixed Price Requirements contract vehicle. Task Orders will be issued annually.

• Notification: Services are performed only upon notification and instruction from the COR/RFOS. Arrival on site within two (2) hours of notification.

• Communication: Contractor must maintain contact with COR/RFOS during operations and notify upon completion.

• Personnel: Employees must communicate in English. A qualified workforce must be on board by the second week of the contract. An onsite contractor representative is required.

• Identification: Contractor employees must be identifiable.

• Security: Abide by all security regulations and subject to security checks.

• Vehicle Operation: Valid state operator's license required; vehicles must have contractor identification.

• Safety: Maintain a safe working environment; comply with OSHA provisions.

• Environmental: No hazardous waste transport onto US Army property. Report any release of oil or hazardous waste immediately. Contractor is responsible for cleanup.

• Federal Holidays: Services will not be performed on designated Federal Holidays unless notified.

• Antiterrorism/OPSEC: AT Level 1 training, background checks, and OPSEC training are required for employees.

• Reporting: Submit monthly invoices with pictures; comply with Service Contract Reporting requirements.
