Scope of Work

• Snow plowing for various depths (3"-6", 6"-10", 10"-14", 14"+).
• Application of ice melt and sand.
• Clearing of catch basins, hydrants (approx. 6 ft radius), dumpsters, and HVAC units.
• Ensuring walkways, doorways, and gates are clear.
• Maintaining parking lots with no more than a 10% reduction in spaces.
• Plowing snowbanks back four feet from the curb line at entrances/exits, with snowbanks not exceeding three feet high.
• Sidewalk clearing at 3-inch snowfall events, with complete cleaning, sanding/salting if slippery conditions exist.
• Providing and maintaining sand barrels.
• All necessary plant, labor, materials, equipment, supervision, and transportation.

Contract Details

• Contract Type: Single, Firm Fixed-Price (FFP) Requirements contract. Task Orders will be issued annually.
• Period of Performance: A 12-month base period with four 12-month option periods.

Performance Standards & Special Requirements

• Services must meet contract standards and all federal, state, and local regulations.
• Quality Control: Contractor must maintain effective quality control.
• Quality Assurance: Government will evaluate performance via a Quality Assurance Surveillance Plan (QASP), targeting 98% performance with no more than one valid customer complaint per month.
• Invoicing: Requires submission of "before and after" time-stamped pictures to verify services.
• Response Time: Contractor must arrive on site and begin services within two (2) hours of notification.
• Personnel: Employees must communicate in English, and a contractor representative must be physically present on-site. Security checks, AT Level 1, iWATCH, and OPSEC training are required.
• SAM Registration: Offerors must be registered in the System for Award Management (SAM).
• Insurance: Proof of Valid Certificate of Insurance is required per FAR 52.228-5.
