• Oral quotes may be obtained by emailing the Contracting Officer.

• All requests for oral quotes must be received no later than 12 hours prior to the closing date and time.

• Offerors must provide the following for evaluation:

  • Response Time (notification to mobilization of equipment)
  • Truck Availability (number of trucks available daily from January 26, 2026, through January 31, 2026)
  • Hours of Operation (when trucks are available)

• Pricing will be a firm-fixed price contract based on total truck hours used during snow hauling operations. The rate provided shall be a per truck rate.

• Evaluation will be based on a best-value comparative analysis, considering Response Time, Truck Availability, Hours of Operation, and Price. Award may be made to other than the lowest price.

• This acquisition is set aside for Small Business.

• The document includes numerous FAR and DFARS clauses incorporated by reference and in full text, covering various aspects of contract performance, payment, and compliance.

Statement of Work (SOW) / Performance Work Statement (PWS)

To relocate snow accumulation piles for Letterkenny Army Depot (LEAD) in Chambersburg, Pennsylvania.

• The contractor shall perform snow hauling services only.

• Services include relocating snow accumulation piles from various locations on LEAD to larger snow accumulation areas identified by the government.

• Services do not include relocating piles from LEMC or plowing/clearing snow from roadways, parking lots, or sidewalks.

• The contractor must coordinate with the TPOC within one (1) hour of notification to determine truck arrival times.

• Snow relocation services must be completed within 48 hours of the start time, unless circumstances beyond the contractor's control prevent completion.

• The contractor must inform the TPOC of any delays as soon as they are determined.

• The contractor must contact the TPOC for verification of completion before leaving.

• Period of Performance (PoP): Due to weather unpredictability, each snow event will have a different PoP. The first event is expected the week of January 26, 2026. Options CLIN's 1001 & 1002 may be used for additional events.

• Place of Performance: Letterkenny Army Depot (LEAD).

• Personnel requiring access to LEAD must have a REAL ID or passport.

• All personnel are subject to background checks and installation access requirements.

• Vehicles and personnel are subject to search and seizure of contraband and/or unauthorized Government property.

• Contractor employees must be legal United States residents.

• The contractor shall not hire or subcontract with off-duty or former Government employees if it creates a conflict of interest.

• Contractor trucks must be capable of hauling large and heavy loads of snow; light-duty dump trucks are not acceptable.

• The Government will provide and operate equipment to load contractor trucks. The contractor is responsible for hauling and dumping the snow at designated locations.

• The contract includes options for additional snow events and for increasing quantity if required.

Wage Determination

This document is a Wage Determination issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division.
