Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to establish a Blanket Purchase Agreement (BPA) for on-call snow removal and de-icing services at the Area Office West – Rapid City, to ensure safe and continuous facility access.

• Furnish all labor, supervision, equipment, materials, and transportation for snow plowing, shoveling, and de-icing services.

• Services cover approximately 3,459 square meters of parking lot and access road, and 110 linear meters of sidewalks, including main access corridors and two emergency exits.

• Activities must be conducted safely to avoid property damage and ensure continuous accessibility.

• Parking Lot and Access Road Snow Removal (Task 1): Services commence when snow accumulation reaches 1 inch (2.5 cm) or as directed. Contractor shall mobilize within 1 hour of notification. Services must be completed by 7:00 a.m. on business days following or during a snow or ice event, unless city "road closures" or facility closure orders are in effect.

• Sidewalks and Emergency Exit Snow and Ice Removal (Task 2): Services commence when snow accumulation reaches 1½ inch (1.25 cm) or when icy conditions are present. Contractor shall mobilize within 1 hour of notification. Services must be completed by 7:00 a.m. on business days following or during a snow or ice event, unless city "road closures" or facility closure orders are in effect. Non-corrosive, concrete-safe de-icing materials are required.

• Place of Performance: Area Office West – Rapid City, 3625 5th Street, Rapid City, SD 57701.

• Period of Performance: Base Year (December 1, 2026 – November 30, 2027) with four (4) 12-month option periods extending through November 30, 2031.

• Safety and Compliance: Comply with OSHA, federal, state, and local safety standards. Personnel must wear high-visibility apparel and PPE. Equipment must be operated safely. Follow City of Rapid City snow removal and disposal ordinances. Do not obstruct public rights-of-way or private drives.

• Reporting: Submit a Service Report for each event within 24 hours of completion, including date/time of service, precipitation type/depth, areas serviced, materials used, and start/completion times.

• Deliverables: Service Report (per event), Annual Equipment & Staffing Plan (within 30 days of BPA award), and Incident/Accident Report (within 2 hours of occurrence, if applicable).

• Type of Order: Firm Fixed Price Blanket Purchase Agreement (BPA). Individual Call Orders will specify services required.
