Sources Sought Notice

This notice is for market research purposes by the Defense Logistics Agency (DLA) Troop Support, Strategic Material Sourcing Group (SMSG). DLA is seeking potential sources for the acquisition of Beverage Base (Bag-In-Box - BIB) for Carbonated, Non-Carbonated, Electrolyte, and Juice Drinks (<= 20% Juice). These beverages are intended for delivery to DOD and non-DOD customers, as well as Navy/Coast Guard Ships within the Continental United States (CONUS), Hawaii, Alaska, and Guam.

• Supply of Beverage Base in Bag-In-Box (BIB) format.

• Provision of necessary dispensing equipment.

• Supply of 20 lbs. Carbon Dioxide (CO2) cylinders.

• Service to the dispensing equipment for all customers.

• Development of a central email Point of Contact (POC) to receive orders and coordinate deliveries with bottlers.

• Offerors must ensure agreements are in place with both successful offeror-owned and independently owned bottlers.

• Independently owned bottlers will be considered subcontractors.

• A subcontracting plan may be required per FAR 52.219-9, depending on business size.

• The contract period will be for twelve (12) months or Nine Million dollars ($9,000,000.00), whichever comes first.

• This is a Sources Sought Notice; there is no solicitation at this time.

• Interested offerors should refer to ATTACHMENT 1 - Schedule of Items for categories (Carbonated and Non-Carbonated) with commonly available flavors.

• Offerors will specify their unique flavors/products for each category.

• The final list of items will be determined based on offeror proposals and government award.
