This is a competitive, unrestricted action among sources duly authorized to operate and do business in JAPAN as a prime contractor, in accordance with DFARS 225.1103(3). Quoters may be required to submit additional documentation demonstrating their ability to perform in Japan prior to award.
To be eligible for award, quoters must meet the following mandatory criteria:
- Authorization to Conduct Business in Japan: Quoters must possess all required licenses, permits, and authorizations to legally operate as a prime contractor within Japan.
- Physical Presence and Operational Capability in Japan: Quoters must demonstrate a verifiable physical presence and established operational capability within Japan. This includes, but is not limited to, the ability to obtain necessary base access for personnel, manage local logistics and deliveries, and assume full responsibility for contract performance from a location within Japan.
- Prime Contractor Responsibility: Quoters must submit their quotation as a prime contractor, demonstrating the ability to directly manage and execute all aspects of the contract.
Quoters who cannot demonstrate their ability to meet these mandatory criteria will be deemed ineligible for award. Prior to award, the Government may require quoters to submit additional documentation, including but not limited to, corporate registration information, proof of physical address in Japan, and evidence of successful contract performance within Japan. The Government reserves the right to verify all information submitted.
