Rationale for Sole Source
This requirement is being procured on a sole source basis to Champion Medical Technologies, Inc. (DBA Invita Healthcare Technologies) because they are the developer and exclusive provider of the proprietary HemaComply software and associated maintenance services. Continuation with this vendor is necessary to maintain system compatibility, ensure uninterrupted operations in a regulated blood bank environment, preserve system integrity and data continuity, and meet FDA and AABB compliance requirements. The acquisition is conducted under FAR Part 13 – Simplified Acquisition Procedures, specifically FAR 13.106-1(b)(1), which allows soliciting from a single source if only one is reasonably available for acquisitions not exceeding the Simplified Acquisition Threshold.
Interested Parties & Submission
This is a Notice of Intent, not an RFQ. A solicitation will not be issued. However, interested organizations may submit a capability statement demonstrating their ability to meet this requirement. Statements should include:
- Relevant experience providing similar software maintenance and support.
- Technical capability to support HemaComply or equivalent systems.
- Business size classification under NAICS 513210.
Responses must be submitted electronically to Shasheshe Goolsby (shasheshe.goolsby@nih.gov) by the due date.
