Solicitation / RFP / RFQ

This solicitation is for a Total Small Business Set-Aside to procure, install, configure, and train on Brand Name SolarWinds Observability (Self-Hosted) and Network Topology Mapper, including one year of maintenance. The Product Service Code is DG11.

• SolarWinds Observability (Self-Hosted Advanced A500): Includes software license, onsite installation, configuration of dashboards/alerts, and 12 months of standard software maintenance and support.

• SolarWinds Network Topology Mapper: Includes software license, onsite installation, automated mapping configuration, and 12 months of standard software maintenance and support.

• SolarWinds Onsite Training: Five consecutive business days of comprehensive, onsite training for up to ten government technicians, covering proactive monitoring and troubleshooting.

• All products and services must be Brand Name SolarWinds.

• Maintenance and support terms begin upon final system acceptance.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Delivery/completion timeline is 90 days After Receipt of Order (ARO) or less. The one-year maintenance and support period begins upon final system acceptance.

• Submission: Quotes must be submitted electronically via email to motaz.irshid@us.af.mil by 02:00 PM local time on June 3, 2026.

• Technical Submission: Must demonstrate compliance with the SOW and Salient Characteristics, specifically confirming Brand Name SolarWinds products. Failure to provide sufficient information or proposing an alternate brand will result in technical unacceptability.

• Price Submission: Provide firm-fixed pricing for all CLINs on the SF 1449, inclusive of all software licenses, maintenance, installation, configuration, and training.

• Evaluation: Award will be made on a Lowest Priced, Technically Acceptable (LPTA) basis.

  • Technical Acceptability: Pass/Fail based on offering the exact Brand Name SolarWinds products and services specified.
  • Price: Evaluated based on the lowest total sum of all CLINs.

• Offer Validity: Prices must be valid for 60 days from the quote submission deadline (or a shorter period if explicitly stated).

• Total Small Business Set-Aside.

• Offerors must be registered as a small business under the assigned NAICS code (541519, Size Standard: 150).

• Offerors must have an active registration in SAM.gov at the time of quote submission.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-5 by reference.

• Payment requests and receiving reports must be submitted through Wide Area WorkFlow (WAWF).

• Inspection and Acceptance will occur at the Destination.

Statement of Work (SOW)

This SOW defines the requirement to Procure, Furnish, Install, Configure, and provide Training (PFIC&T) for a SolarWinds network monitoring solution on the NIPRNet at Shaw Air Force Base, South Carolina.

• Procure and provide new, perpetual software licenses for SolarWinds Observability Self-Hosted Advanced and SolarWinds Network Topology Mapper, including one year of maintenance/support.

• Install and configure the SolarWinds software on government-furnished servers.

• Perform network discovery scans to identify and import critical network devices and applications.

• Create custom monitoring dashboards and configure proactive alerts.

• Configure the Network Topology Mapper to generate an accurate map of the Shaw AFB NIPRNet core infrastructure.

• Provide five (5) days of on-site, comprehensive, hands-on training for up to ten (10) government technicians covering platform administration, network discovery, dashboard/alert customization, troubleshooting, and topology mapping.

• Provide "As-Built" documentation detailing the complete system configuration.

• Provide a Test and Acceptance Plan for government validation.

• Compliance with all applicable DoD and Air Force cybersecurity directives, regulations, and base installation standards.

• Successful completion of tests outlined in the Test and Acceptance Plan, including functional verification, monitoring verification (at least 20 critical devices), alerting verification, mapping verification, and technician proficiency verification (two technicians demonstrating ability to add a device and create an alert).

• Weekly status reports submitted by Close of Business each Friday.

• Period of Performance: 90 days from the contract award date.

• Place of Performance: Shaw AFB, South Carolina.

• Hours of Operation: Normal duty hours (0730-1630, Mon-Fri), unless otherwise approved.

• Contractor personnel must possess necessary experience and certifications (e.g., SolarWinds Certified Professional for lead installer/trainer).

• Contractor must comply with all Federal, State, county, and base safety and security laws and regulations.

• Coordination with government personnel for site access, system changes, and testing.

• One-year warranty on workmanship for installation and configuration services.

• Government will provide necessary server infrastructure, network connectivity, and administrative credentials.

Sole Source (Brand Name) Justification

This document justifies the use of brand name specifications for a new, Firm-Fixed-Price purchase order for SolarWinds software licenses and training. The acquisition will utilize simplified procedures for commercial products and services, with a combined synopsis/solicitation posted to SAM.gov.

• SolarWinds Observability Self-Hosted Advanced A500 - 1 Year Subscription (Qty: 1 EA)

• SolarWinds Network Topology Mapper - 1 Year Subscription (Qty: 1 EA)

• Federal SolarWinds Training - Onsite training for network management personnel (Qty: 1 EA)

• Period of Performance: 90 days from the date of award.

• Contract Type: Firm-Fixed-Price (FFP)

• Authority: DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures.

• The requirement will be publicized via a combined synopsis/solicitation posted to SAM.gov.

• Offers will be solicited from as many potential sources as practicable.

• The solicitation will be issued as a 100% Total Small Business Set-Aside.

• The justification is based on the need for compatibility and interoperability with the existing SolarWinds infrastructure, avoiding significant data loss, downtime, or costly replacement.

• Market research confirmed a competitive market of resellers for the brand name items.

• Three independent quotes were obtained during market research.

• The Contracting Officer determined the anticipated cost will be fair and reasonable through adequate price competition among small business resellers, comparison to the Independent Government Estimate (IGE), and historical pricing.
