Quick Summary

The Mission Installation Contracting Command (MICC) at Fort Jackson is conducting market research via a Sources Sought (RFI) for Soldier Monitoring System (SMS) Technical Support Services and Equipment. This RFI aims to identify qualified sources capable of providing technical support, data reporting automation, and brand-name or equal hardware for the SMS, which provides real-time geo-tracking and alerts to mitigate risks in military training environments. Responses are due by May 27, 2026.

Purpose & Background

This Request for Information (RFI) is solely for planning and market research purposes, not a solicitation. It seeks to obtain information, assess technical viability, and explore industry capabilities to inform future requirements and acquisition strategies for the SMS. The SMS was developed in response to a Vice Chief of Staff of the Army (VCSA) directive following a Soldier fatality, providing real-time geo-tracking, no-motion alerts, boundary breach alerts, Soldier-initiated emergency alerts (SOS), and data reporting/analytics.

Required Capabilities & Scope

The Government requires:

  • Hardware/Equipment (Brand-Name or Equal): This includes the Sigma 5 Wearable Tracking Device (with detailed salient characteristics like multi-band GNSS, 6-week battery, IP68, MIL-STD-810, FIPS 140-2 AES 256-bit security), Getac S410 Rugged Laptops, and Getac ZX70 Rugged Tablets. Vendors proposing equal products must provide full technical specifications, side-by-side comparisons, photos, evidence of environmental ruggedization, GPS/LTE/BLE/sensor capabilities, battery performance data, and certifications.
  • Technical Support Services: This encompasses system configuration, integration, troubleshooting, data reporting automation and dashboard support, software updates, patches, cybersecurity compliance, help desk, and user training. A draft Performance Work Statement (PWS) outlines further requirements for data collection, reporting, analysis, process refinement, and creating briefing products for the United States Army Drill Sergeant Academy (USADSA).

Vendor Response Requirements

Vendors are asked to address specific questions, including:

  • Corporate Capability: Experience with real-time tracking systems, especially in military or high-risk training environments.
  • Commerciality: Confirmation of commercial items per FAR 2.101, commercial sales, and price lists.
  • Delivery Timeline: Standard lead times, maximum monthly production capacity, and expedited options.
  • Technical Support: Model details (hours, tiers, response times), cybersecurity compliance (NIST, DFARS, FedRAMP), and data reporting automation support.
  • Brand Name or Equal Compliance: Detailed specifications, photos, equivalency demonstration, test reports, and certifications for proposed equal products.
