2. COTS JFT: Establishment of a marketplace for COTS Joint Fires Trainer items. Requirements include supporting FIST certification, JFO MOU, and specific warrior tasks. Emulation of devices like M22 Binoculars, Lensatic Compass, PFD, DAGR, and potentially Full Motion Video (FMV) are key.
3. OTA WSD: Proposals for development to replace the EST2, potentially leading to an Other Transaction (OT) agreement. Proposals must address Tier 1 through Tier 4 WSD requirements.
4. OTA JFT: Proposals for development to meet JFT needs, potentially leading to an OT agreement. Proposals must address Tier 1 through Tier 4 JFT requirements.

Awards may be FAR contracts or non-FAR OTs. The specific solicitation number is W9128Z-25-S-A002.

• Solution Briefs Due Date: May 22, 2026 (COTS Marketplace), June 5, 2026 (OTA Proposals).
• Questions Due: May 15, 2026 (COTS), May 22, 2026 (OTA).

Offerors must possess a UEI, be registered in SAM, and be determined responsible. Small business size status must be accurately represented. Foreign Military Sales (FMS) program is applicable.

• Non-Government advisors from Optimal Solutions and Technologies (OST) are available. Companies must manage NDAs directly with them.
• Organizational Conflict of Interest (OCI) analysis is required.
• Awards are subject to availability of funds. The government reserves the right to make multiple, single, or no awards.
