Sole Source Justification & Eligibility
The Government's intent to award on a sole-source basis to PWCS is due to PWCS being the Original Equipment Manufacturer (OEM) and the only known source capable of meeting the requirement at a fair and reasonable price and within the required delivery schedule. Market research, including a Sources Sought notice and Request for Information, confirmed this. A distributor's quote was deemed uncompetitive.
This procurement is for an item manufactured in Canada. It is anticipated to be exempt from the Buy American statute under the U.S.-Canada-Mexico Agreement (USMCA) and reciprocal defense procurement agreements. Offers for products from other foreign sources will not be considered.
