This is a Combined Presolicitation Notice/Solicitation for commercial supplies, specifically firmware upgrades for proprietary FEI-Zyfer, Inc. commercial equipment used in the Time and Frequency Reference Measurement System (TFRMS) at the United States Naval Observatory. The goal is to enhance the TFRMS to accept input from new TRACER Modems as external references for the Critical Time Dissemination (CTD) project.

• Modify TFRMS firmware to accept input from new TRACER Modems as external references.

• Modems shall output offset data with picosecond resolution via a 100Mbps Ethernet interface (supporting up to 16 channels).

• Implement a single-state Kalman filter for data input streams.

• Modify TFRMS GTF Intercommunication firmware for seamless transition between GTFs.

• Deliverable: Firmware upgrades for 50 TFRMS systems.

• Contract Type: Firm-Fixed-Price Purchase Order.

• Anticipated Award Date: No later than June 30, 2026.

• Delivery Date: On or before September 30, 2026.
