Justification for Sole Source

The VA Black Hills Health Care System's C-Cure 9000 security system, including its S300 hardware and P2000 software, is proprietary to Johnson Controls Incorporated (JCI). JCI has provided a letter confirming they are the sole provider for service, hardware, and software for this system. Therefore, only JCI can provide the necessary maintenance and upgrade services.
Market Research
Minimal market research was conducted due to JCI being the sole source. A search of the SBA Small Business Search for NAICS 561621 did not identify two or more capable SDVOSB or VOSB firms. JCI is a large business, and no other small businesses were contacted as they are not authorized to service JCI's OEM equipment.
