Quick Summary
The U.S. Special Operations Command (USSOCOM), specifically HQ USASOC Contracting, has issued a Sole Source Justification and Authorization for the procurement of caprines and their delivery to support critical medical training for the Joint Special Operations Medical Training Center (JSOMTC) and other USASOC Subordinate Commands. This interim requirement ensures no interruption to the life-saving training of 18D Special Operations Forces (SOF) Medics. The contract is for a short period from March 17 to March 31, 2026, and is being awarded to Indigo Ridge Farms, LLC.
Purpose & Scope
This justification authorizes the sole-source procurement of caprines essential for the 18D SOF Medics' medical training. The scope includes the procurement and delivery of these animals, with specific requirements for a 30-day advance notice and a 14-day quarantine period before delivery to ensure suitability for training.

Submission & Evaluation
This document is a justification for a sole-source procurement and does not constitute a solicitation for proposals or require submissions from interested parties.
Background & Additional Notes
The need for this interim sole-source award stems from a delay in the recompete award for a long-term contract, which was held up by a GAO protest (B-424156.1). The current contract's six-month extension (FAR 52.217-8) is set to expire on March 14, 2026. Indigo Ridge Farms, LLC (Indigo), the current incumbent, has been identified as the only source capable of fulfilling this immediate requirement due to these constraints. While market research for the long-term recompete identified two capable companies, this interim procurement is limited to the incumbent. Prices for this interim contract were negotiated as part of the 52.217-8 Option to Extend Services and are considered fair and reasonable.
