Sole Source Justification
The Government intends to solicit and negotiate with Arnprior Aerospace Portland, Inc. on a sole source basis under FAR 12.102(a). This is because their latch assembly (ARN06002-90206) is the only one qualified and approved by Boeing for the P8 Aircraft TAS Program. The Government lacks the necessary drawings or technical information for competition, and deviating from this material would result in an unapproved configuration of the Sonobuoy Storage Racks. Shifting to a different vendor or part presents a significant financial risk due to projected re-qualification costs exceeding potential savings.
