The Government is considering a sole source award to By Light Professional IT Services, LLC due to their existing provision of these services under the Washington Interagency Telecommunications Systems 3 (WITS 3) contract, which provides continuity and expertise.

The Government will not be responsible for costs incurred in preparing responses. A determination to conduct a subsequent competitive procurement based on responses is at the Government's discretion.
