Sole Source Justification
The proposed contract action is for supplies from a single source, Aimpoint Inc., under the authority of FAR 13.101(b) for Non-Commercial items under the Simplified Acquisition Threshold. Aimpoint Inc. is the Original Equipment Manufacturer (OEM) of the FCS-13 RE Fire Control System and its ancillary items. They are the only known source with the facilities and ability to provide required parts, including proprietary drawings, technical material, and skill. The vendor is unwilling to provide technical information for re-engineering, and an alternate vendor would require extensive, costly, and time-consuming qualification, design, and testing (estimated 24-48 months and over $100,000).
Submission & Evaluation
This is a sole source procurement; however, all responsible sources may submit a capability statement for agency consideration. The Government reserves the discretion to determine whether to conduct a competitive procurement based on responses. Offers shall be emailed to rose.m.brown44.civ@us.navy.mil by the deadline. Payment will be processed through Wide Area WorkFlow (WAWF).
Additional Notes
Contractors must be properly registered in the System for Award Management (SAM). This solicitation is issued pursuant to FAR 13.101(b), with Synopsis exception FAR 5.202(a)(13) applying. Vendors are responsible for monitoring sam.gov for any amendments.
