The CoC must certify that the material meets all specified requirements, including qualification and performance testing, as per JCM-14169 Rev D, JCM-14170 Rev F, and JCM-14171 Rev E.

This CDRL specifies a mandatory deliverable (Certificate of Compliance) for the PSL Hose Assemblies. Bidders must understand the requirements for this COC, including the certifying documents and the distribution/export control restrictions, to ensure compliance if awarded the contract.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial items, issued as a Request for Quote (RFQ) N6660426Q0270. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed-price purchase order for specific Adel Wiggins items. This is a sole source requirement, as the government's existing platform infrastructure is manufactured by Adel Wiggins (OEM), and only Adel Wiggins can provide the necessary fabrication and certification without requiring a complete platform redesign and extensive testing. This announcement constitutes the only notice, and a written solicitation will not be issued.

• CLIN 0001: 52 units of Closure Pressure Nonmetallic Hose Assembly (Part Number: JCM-14169-003). This is tied to specific IAW Drawing Numbers: JCM-14169_REV D, JCM-14170_REV F, and JCM-14171 REV E.

• CLIN 0002: 1 unit of Contract Data Requirements Lists (CDRLs) Not Separately Priced (NSP).

• Items must be shipped from the US; drop shipping is unacceptable.

• Items must be sourced directly from the OEM or OEM authorized channels.

• Partial delivery is acceptable.

• Unique Item Identifier (UID) required for delivered items where the unit acquisition cost is $5,000.00 or more.

• Contract Type: Firm Fixed Price (FFP) purchase order.

• Delivery: FOB destination NUWCDIVNPT Newport, RI. Shipping costs must be included in unit pricing.

• Payment: Electronic payment via Wide Area Workflow (WAWF).

• This is NOT a request for competitive quotes; a determination not to compete is solely at the Government's discretion. Quotes received will be considered for future competitive procurement decisions.

• Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror.

• Quotes must include item prices, shipping costs, delivery terms, and lead times.

• Offerors must acknowledge CLIN 0002.

• Submission deadline is less than fifteen (15) days from posting.

• Quotes must include: point of contact (phone/email), contractor CAGE code, contractor SAM UID, contractor CMMC UID, and indication of best delivery lead time.

• Past performance information in SPRS will be considered; negative information may render a quote technically unacceptable.

• Solicited on an unrestricted basis.

• NAICS Code: 33212 (All Other Miscellaneous Fabricated Metal Product Manufacturing).

• Small Business Size Standard: 1000 employees.

• Cybersecurity Requirements:

  • Offerors must have a NIST SP 800-171 DoD Assessment score of not more than three (3) years old, posted in SPRS, to receive drawings.
  • Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is applicable. Offerors must provide CMMC UIDs issued by SPRS for systems processing FCI or CUI.

• Drawings are designated Distribution D and export controlled. Access requires a valid Joint Certification Program (JCP) certification and submission of a DD 2345 form.

• Contractor must have an active SAM registration at the time of quote submission.

• Attachments include Contract Requirement Data Lists (CDRLs) and applicable Government Drawings (by request).
