Justification & Market Research
The RALS-Web3 software is proprietary to Abbott Rapid Diagnostics Informatics Inc. and is the only data management solution validated to interface directly with the Government's existing, fully integrated, and accredited laboratory instruments at Eglin AFB. Market research conducted in January 2026 confirmed that no other vendors could provide a compatible solution. Replacing the existing government-owned instruments would require significant capital investment and cause operational disruption. A Notice of Intent (NOI) was posted on January 30, 2026, for 15 days, and the single response received did not demonstrate the capability to provide the required RALS software.
