Purpose & Scope
DEVCOM-SC requires a commercially available armored transport service to securely ship United States Category III Securities from DEVCOM-SC Natick, MA, to a customer intermediary within Massachusetts. The service provider must be bonded and certified to carry these securities within the state.
Specific requirements include:
- Use of a Level II armored truck (UL-752 standard) with a height not exceeding 12’6” and a length of 48’ – 53’.
- Cargo areas must be locked and sealed to prevent tampering, ensuring security and accountability.
- Armed personnel must be trained, proficient, and licensed in the use of employer-supplied weapons.
- Dedicated door-to-door service with minimal downtime, ideally with the same personnel for pickup and delivery.
- Adherence to confidentiality, use of unmarked equipment, and compliance with federal/state regulations.

Additional Notes
Market research conducted in 2015, 2020, 2021, and 2025 indicated that only two companies were capable of providing the required highly specialized services, with other armored truck companies unable to meet the specific vehicle and security requirements. A determination not to compete this proposed action based on responses is solely at the Contracting Officer's discretion. The government will not pay for any information or administrative costs incurred in response to this notice.
