These commercial off-the-shelf (COTS) items will replace obsolete TL-351 Monitors currently installed in OJ-727A(V)2 or OJ-727A(V)9 operator consoles for the SPS-73/A(V)12 system. The replacement TL-354 monitors are designed to be form, fit, and function compatible, eliminating the need for costly and complex console reconfigurations, internal wiring changes, or new mounting methods.
Sole Source Justification
This procurement is being conducted on a sole source basis with ScioTeq, LLC (CAGE Code 4DL36), located in Duluth, Georgia. ScioTeq (formerly Barco) developed the original obsolete TL-351 Monitor. The new TL-354 model is engineered by ScioTeq to be a direct replacement, ensuring compatibility and adherence to MIL-STDs met by the original design. Pursuing another manufacturer would introduce significant risk of non-compliance with MIL-STDs and necessitate extensive engineering changes to the operator consoles.
