The USACE Omaha District intends to award a out-scope, sole-source contract modification using the procedures at FAR 6.302-1(a)(2)(iii)(A), as it has been deemed that only one source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Roadhouse-Tepa JV is currently constructing the Joint Cryptological Center at Buckley Space Force Base, CO including the horizontal pathway infrastructure and inside plant cabling (added by previous modification). The Government requires additional services to revise a portion of the horizontal cabling of the inside plant (ISP) for the building, which had been completed per previous modification. The user cannot complete installation of the revised ISP cabling, and it is now required as part of the final construction in order to provide the complete training functions to be accomplished by the user.
This modification is intended to be awarded to Roadhouse-Tepa JV under their contract number W9128F23C0019.
This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by December 31, 2025 at 2PM CT.
