Sole Source Justification & Capability Statements
This is a sole source procurement under FAR 13.101-(b) because Vanguard Electronics LLC is the Original Equipment Manufacturer (OEM). The Naval Ordnance System Command has approved only Vanguard as the sole source of supply. Re-certification, re-tooling, and technology transition for another vendor would cause several months of delay and cost the government over $750,000. All responsible sources may submit a capability statement for agency consideration, but the decision to conduct a competitive procurement remains at the government's discretion.
