Sole Source Justification
The proposed contract action is a sole source to Santa Barbara Infrared Inc. (CAGE Code 0B0B2) because they are the Original Equipment Manufacturer (OEM) for the VSX Sphere. They are unwilling to provide the technical data package for re-engineering. The current LCS collimating work bench is configured specifically for this unit, and no other viable options exist without incurring significant redesign and testing duplication efforts.
