• Technical Data Packages: Vendors wishing to request technical data must provide the NSN(s), a copy of their DD 2345, and JCP printout to the Contracting Officer. Verified technical data will be provided via email or DoD SAFE.

• MAC IDIQ Scope: The MAC IDIQ covers repairs of NSNs managed by the 415th, including Test, Teardown and Evaluation (TT&E), Minor Repair(s), Major Repair(s), Total Rebuild(s), and other ancillary requirements.

• Pricing: Pricing is not required for the initial MAC IDIQ contract. Pricing will be requested at the order level when a repair requirement is generated via a Fair Opportunity Proposal Request (FOPR).

• Notice of Intent to Participate: The Notice of Intent to Participate and all SAR packages are due by 02 April 2026.

• Qualification: Vendors must be qualified prior to being considered for award. Source Approval Request (SAR) packages are detailed in Attachment 1 RQR. Qualification packages can be submitted after the solicitation closing date for future on-boarding opportunities.

• FOPRs: Fair Opportunity Proposal Requests (FOPRs) will be issued for specific NSNs and quantities as repair requirements are generated. FOPRs will only be sent to qualified sources.

• The document clarifies that pricing is not required at this time, only the submission of a Letter of Intent to Participate and compliance with Sections L & M of the solicitation.

• It confirms that the solicitation closed on 02 April 2026, with an estimated award in June 2026.

• Small business set-asides will be determined at the task order level.

Solicitation / RFP / RFQ

• Cyber Security Requirements: Minimum CMMC Level 2 (Self).

• Contract Type: Firm Fixed Price (FFP).

• Task orders may be issued from contract award until the end of the ordering period or option expiration.

• Fair Opportunity Proposal Requests (FOPRs) will be issued to qualified vendors.

• FOPRs will include requirements, task order specific PWS, CDRLs, pricing arrangement, proposal due date, and evaluation criteria.

• Evaluation criteria will be established at the task order level and may include best value, LPTA, or tradeoff.

• Proposals must include technical and price components.

• Contractors must propose to 90% of FOPRs for which they are qualified, or risk a negative CPARS rating.

• The contract is a MAC IDIQ, with multiple awardees.

• Task orders may be set-aside for specific socio-economic groups (e.g., 8(a), SDVOB, WOSB, HUBZone).

• Exceptions to fair opportunity are detailed, including urgency, unique capabilities, sole-source, minimum guarantee, statutory requirements, and small business set-asides.

• Onboarding opportunities for new contractors will be semi-annual in the first year, then annual.

• Protests are generally not authorized for task orders, except for scope, period, or value increases, or orders over $25 million.

• Contractors are not authorized to commence work before a signed task order is issued.

• Performance-based payments and progress payments may be authorized at the task order level.

Solicitation / RFP / RFQ

This solicitation, FA8250-26-R-0001, is for repair services. The requirement is not an inherently government function and is deemed performance-based. Critical Safety Item (CSI) does not apply. The requirement is restricted to qualified sources. All non-qualified vendors must comply with qualification requirements in clause 52.209-1 and the attached source qualification statement to be considered for award.

• Minimum Amount: $500.00 (Counterfeit Prevention Plan)

• Estimated Maximum Amount: $300,000,000.00

• All line item amounts will be determined at the individual task order level.

• Offers are due by 12:00 PM local time on 2-APR-2026.

• Proposals must be submitted digitally via email.

• Offerors must be qualified and listed as an approved source on the AFMC 762 for at least one National Stock Number (NSN) listed on the Repair Qualification Requirements (RQR).

• Evaluation will be based on Technical Qualification (Order of Importance: 01).

• Past performance record and history will be assessed.

• Requirement restricted to qualified sources.

Statement of Work (SOW) / Performance Work Statement (PWS)

• Specific performance standards and reporting requirements are detailed in various sections, including Service Delivery Summary (SDS) and Contract Data Requirements List (CDRL).

• Key performance objectives include returning assets to a serviceable condition, proper packaging, passing acceptance tests, and meeting warranty requirements.
