Quick Summary

The Department of the Air Force, 415 SCMS, has issued a Solicitation (FA8250-26-R-0001) for a Strategic Multiple Award Contract (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ). This contract aims to establish repair services for 11 weapon systems and approximately 124 National Stock Numbers (NSNs) managed by the 415 SCMS. The requirement is restricted to qualified sources, and interested vendors must submit qualification packages. Responses for initial contract award are due by April 2, 2026, at 12:00 PM MST.

Scope of Work

This MAC IDIQ will cover comprehensive repair services, including Test, Teardown and Evaluation (TT&E), Minor Repair(s), Major Repair(s), Total Rebuild(s), and other ancillary requirements. Contractors will be responsible for furnishing all necessary facilities, parts, materials, equipment, and services to restore assets to a serviceable condition, meeting or exceeding system requirements for Form, Fit, Function, and Interface (FFFI). Specific requirements, such as ACRN, Inspection & Acceptance, Quality Assurance, IUID, Delivery Location & Schedule, will be determined at the task order level.

Contract Details

  • Contract Type: Multiple Award IDIQ. Task orders will be Firm-Fixed Price (FFP).
  • Period of Performance: A 5-year basic ordering period (June 1, 2026 – May 31, 2031) with one 5-year option (June 1, 2031 – May 31, 2036), for a potential total of 10 years.
  • Estimated Value: Minimum $500.00, with an estimated maximum of $300,000,000.00.
  • Set-Aside: No set-aside at the IDIQ level. Task orders may be set-aside for specific socio-economic groups (e.g., 8(a), SDVOB, WOSB, HUBZone).
  • Cybersecurity: Contractors must meet a minimum CMMC Level 2 (Self) and comply with DFARS 252.204-7020 NIST SP 800-171 DoD Assessment Requirements.

Qualification & Submission

This opportunity is restricted to qualified sources per FAR Part 52.209-1. Vendors must be qualified prior to being considered for award.

  • Source Approval Request (SAR): Interested vendors must submit a SAR package to the Source Development Small Business Office or Contracting Officer, demonstrating capabilities in facilities, testing, data verification, and repair processes. Qualification packages for initial award are due by April 2, 2026, at 12:00 PM MST. Qualification packages can also be submitted after this date for future onboarding opportunities.
  • Letter of Intent: A "Letter of Intent to Participate" is required, providing company information, small business status, and NSNs currently qualified to repair.

  • Fair Opportunity Proposal Requests (FOPRs): FOPRs will be issued to qualified vendors for specific NSNs. Contractors must propose to 90% of FOPRs for which they are qualified to avoid negative CPARS ratings.

Evaluation Criteria

Evaluation for the IDIQ award will be based on Technical Qualification (Order of Importance: 01) and past performance. Offerors must be qualified and listed as an approved source on the AFMC 762 for at least one NSN listed on the Repair Qualification Requirements (RQR). Pricing is not required for the initial MAC IDIQ contract but will be requested at the task order level.
