Quick Summary
The U.S. Department of Health and Human Services (HHS), through the Biomedical Advanced Research and Development Authority (BARDA), is seeking a partner to establish the Diagnostics/Medical Devices Hub for the BARDA Accelerator Network (BAN 2.0). This initiative aims to enhance global health security innovation, optimize startup acceleration, and build scalable infrastructure for commercialization and rapid response during public health emergencies. Proposals are due by 12:00 PM ET on April 20, 2026.
Scope of Work
The selected Accelerator Hub will provide:
- Wraparound acceleration services including entrepreneurship education, business/commercialization, and technical expertise to BARDA-aligned innovators.
- Capabilities to source, review, fund, and accelerate innovators and companies, performing product development, evaluation, and validation of Medical Countermeasures (MCMs).
- Rapid emergency response infrastructure to fund and accelerate MCM development and validation. The focus is on diagnostics and devices for pathogen-agnostic surveillance, point-of-care/at-home settings, innovative medical devices for casualty care, and respiratory health. The Hub can operate independently or as a consortium, with one legal entity as the prime awardee.

Key Clarifications & Notes
- Incumbent: University Lab Partners is the incumbent. No further BAN 2.0 vacancies are anticipated.
- DEV Support: The 6-month period for DEV support begins at award; pre-award time does not count.
- Readiness Costs: Rapid Response readiness costs are funded separately upon activation, not from the base annual allocation.
- Budgeting: Proposers must independently assess the number of companies supported within the $1.5M DEV Services budget (average individual award up to $200k), as BARDA will not provide throughput data.
- Cost Proposal: An Excel workbook (Attachment 1) provides templates for detailing costs for "Wrap Around" (up to $500k) and "DEV" (up to $1.5M) services.
- Transition: Proposals should assume a clean start; no onboarding or continuation of projects from the prior hub's portfolio is expected.
