Solicitation / RFP / RFQ

Statement of Work (SOW)

To provide services for the overhaul of CVA-8, ensuring its structural and operational integrity. This includes docking, cleaning, inspection, repair, and preservation of the vessel.

• Towing Services: Transport CVA-8 to and from the contractor's facility.
• Docking and Undocking: Dry dock or haul out CVA-8, perform underwater hull repair and preservation, and refloat.
• Visual Inspection: Inspect hull structural openings, underwater body, hull, main deck, freeboard surfaces, bulwarks, appendages, hull plates, tanks/voids, structural members, deck fittings, and rubber fenders for defects.
• Clean Underwater Hull: Remove marine growth, clean underwater hull, and prepare surfaces for preservation according to specified standards (SSPC-HP WC, SSPC-SP3, SSPC-SP-5).
• Hull and Freeboard UT Inspection: Conduct Ultrasonic testing of underwater body, hull, main deck, and freeboard surfaces to measure plate thickness and identify wastage.
• Preservation of Structural, Hull, and Exterior: Blast and clean exterior hull, apply preservation coatings, and reapply markings.
• Replace Fendering: Remove/replace hull fender brackets and rubber fenders.
• Replace Zinc Anodes: Remove existing and replace with new zinc anodes, studs, attachments, and nuts.
• Main Deck Repair and Preservation: Remove/install new non-skid coating systems, repair and preserve exterior main deck surfaces.
• Preserve Void/Void Covers: Perform cleaning and touch-up painting within void spaces, preserve void covers, and perform air tests.
• Control and Waste Disposal: Dispose of all waste and hazardous waste in accordance with Japanese law and specified standards.

Work must be performed in accordance with the highest quality workmanship standards accepted in the commercial marine industry and technical references listed. Specific standards include NAVSEA, ABS, OSHA, Naval Ship's Technical Manuals, and SSPC specifications.
