Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for the docking and overhaul of the CVE-202 vessel by Commander, Fleet Activities Yokosuka (CFAY). The objective is to ensure the vessel is maintained to high-quality workmanship standards accepted in the commercial marine industry.

The contractor is responsible for providing all labor, materials (unless Government Furnished Material), equipment, support, and facilities for the overhaul. Key tasks include:

• Towing Services: Transporting CVE-202 from CFAY to the contractor's facility and returning it upon completion. The contractor assumes full liability during custody.
• Docking and Undocking: Dry docking or hauling the vessel, cleaning the underwater hull, and refloating after repairs. A lifting plan must be submitted 72 hours prior to the lift.
• Visual Inspection: Inspecting hull structural openings, underwater body, hull, main deck, and freeboard surfaces for defects. A report is due within five working days of inspection completion.
• Clean Underwater Hull: Removing marine growth and cleaning the entire underwater hull, complying with all national and local regulations for waste disposal.
• Hull and Freeboard UT Inspection: Performing Ultrasonic testing on the underwater body, hull, main deck, and freeboard surfaces, documenting measurements and identifying wastage.
• Preservation of Structural, Hull, and Exterior: Blasting and cleaning the exterior hull, applying coatings according to specified standards (00-932, Table One), and reapplying markings.
• Replace Fendering: Removing/replacing hull fender brackets and wood fenders, including new bolts and nuts.
• Replace Zinc Anodes: Removing existing zinc anodes and replacing them with new ones, including studs, attachments, and nuts.
• Main Deck Repair and Preservation: Removing existing and installing new non-skid coating systems on exterior main deck surfaces, including blast cleaning and applying primer and non-slip coatings.
• Preserve Void/Void Covers: Performing cleaning and touch-up painting within interior void spaces, preserving void covers, replacing gaskets and hardware, and conducting air tests.
• Control and Waste Disposal: Disposing of all waste and hazardous waste in accordance with Japanese law and relevant environmental standards.

Work must be performed in accordance with the highest quality workmanship standards and technical references listed. Specific standards include SSPC-SP3, SSPC-SP5, SSPC-SP10, and MIL-PRF-24667, Class B.

• Period of Performance: June 15, 2026 – September 15, 2026

• Place of Performance: Contractor's facility for overhaul, with towing to and from Fleet Activities Yokosuka (CFAY).

• Contractor must comply with OSHA 29 CFR 1910 and Naval Ship’s Technical Manuals.

• All waste disposal must comply with Japanese law and JEGS.

• A lifting plan is required 72 hours prior to the planned lift.
