Specific capabilities include providing theta/beta and alpha/theta ratios, EEG Phase Locking Value (PLV), and EOG metrics (dwell time, blink rate). Compatibility with existing VR headsets (Varjo XR-3, Quest 3, HTC Vive Vision, Apple Vision Pro) or an integrated solution is required.
- Wearable Physiological Sensors (CLIN 0002): Capable of measuring Heart Rate (HR), Heart Rate Variability (HRV), and Galvanic Skin Response (GSR). Must include wireless Surface Electromyography (sEMG) sensors for free movement during simulations.

- Volume III: Terms and Conditions (state acceptance or list exceptions). Award will be made to the quoter offering the most advantageous solution, considering price and non-price factors including Technical Capability, Experience (relevancy of scope, size, complexity), and Price. The Government will assess confidence levels for technical and experience factors.
Eligibility & Notes
Offerors must have an ACTIVE registration in SAM.gov at the time of submission, award, performance, and final payment, and possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI).
