The procurement is for brand-name Fluke instruments to achieve exacting uncertainty, density, and heat capacity data for thermodynamic equations of state.

Key Requirements

The solicitation requires the provision of new, original manufacturer's packaged equipment, including:

• CLIN 0001: Three (3) Fluke 7341-16 Deep-Well Compact Baths, with a temperature range of -45 to 150 °C and high stability/uniformity.
• CLIN 0002: Three (3) Fluke 5699-S High-Temperature Metal Sheath SPRTs, with a nominal resistance of 25 ohm at 0 °C and a range of -200 to 660 °C.
• CLIN 0003: Two (2) Fluke 1594A Super-Thermometers, featuring 4 independent inputs for 4-wire SPRTs and specific uncertainty limits.
• CLIN 0004: Covers other transportation-related charges (Not-to-Exceed). All components must meet or exceed detailed technical specifications outlined in Attachment #1 (Statement of Work).

Submission & Evaluation

• Submission Deadline: Electronic quotations must be received by March 11, 2026, at 11:00 AM Eastern Time.
• Submission Method: Email to forest.crumpler@nist.gov and donald.collie@nist.gov. The subject line must reference RFQ number 1333ND26QNB030083.
• Quotation Preparation: Quotations must be divided into three volumes: Technical Quotation, Price Quotation, and Terms and Conditions. Price quotations must be valid for 90 days.
• Evaluation Criteria: Award will be made to the lowest-priced, technically acceptable offeror. Technical capability will be assessed based on whether proposed equipment meets or exceeds all minimum requirements. Price will be evaluated for reasonableness.
• Questions: Submit in writing to the Contract Specialist and Contracting Officer no later than 5 calendar days after the issuance date.
• Eligibility: Offerors must have an active registration in SAM.gov at the time of submission and through award.

Delivery & Acceptance

• Delivery Timeline: Baths and resistance bridges are due no later than 90 calendar days after receipt of order. SPRTs are due no later than 140 calendar days after receipt of order.

• Inspection & Acceptance: NIST will inspect and test equipment within 30 working days of receipt.
