Scope of Work

The contractor will provide comprehensive maintenance services for DLA's EV charging stations, including 10 existing and 6 planned ChargePoint CT4000 units. Key services include:

  • ChargePoint CT4000-ASSURE1 Maintenance Warranty: Covering parts, onsite labor for repairs due to manufacturing defects, station management, remote monitoring, and proactive repair dispatch.
  • Network Service Plan: Providing station management, remote monitoring, end-user instructions, network visibility, access control, energy usage tracking, and performance monitoring via an online dashboard.
  • Cybersecurity Compliance: Adherence to current policies, procedures, and statutes, including Federal Risk and Authorization Management Program (FedRAMP) authorization (Impact Level IL2), continuous monitoring, incident reporting, and compliance with Risk Management Framework (RMF) requirements (NIST SP 800-53r5, NIST 800-82r3).
  • Locations: Services are required at Fort Belvoir, VA; Richmond, VA; Tracy, CA; Philadelphia, PA; New Cumberland, PA; and Columbus, OH.
  • Personnel: Maintenance and warranty work must be performed by ChargePoint certified technicians. Contractor personnel supporting cybersecurity functions must meet DoDM 8140.03 certification and training requirements.

Special Requirements & Notes

  • Offerors must be registered in SAM.gov to be eligible for award.
  • Only ChargePoint or ChargePoint-approved O&M Partners can perform maintenance/warranty work.
  • Site Validation is required for ChargePoint Assure products.
  • Proposals must be valid for 180 days after the closing date.
  • Contractor personnel will be required to sign a Non-Disclosure Agreement (Attachment 4).
