This document provides responses to vendor questions and clarifications regarding RFP W519TC-25-R-0034.

• Proposal Due Date Extension: Amendment 0001 extended the proposal submission date to February 17, 2026.
• Caliber .50 Minimum Quantity: The government will not provide a guaranteed minimum order quantity for Caliber .50. The maximum quantity per Ordering Period has been reduced from 20M to 15M, with quantities over 10M having a two-year delivery requirement.
• EPA Clause: The government will not add a true-up procedure to the EPA clause, except for nitrocellulose.
• Ordering Periods: The government has agreed to change to six Ordering Periods, with Ordering Period 5 adjusted and a new Ordering Period 6 added.
• Technical Data Packages (TDPs): All Distribution D TDPs should be treated as Controlled Unclassified Information (CUI), and resulting contractor outputs will also be considered CUI.
• Finished Component Definition: A "finished component" is defined as any item for which the government has a controlled or advisory drawing. Sourcing components from outside the U.S./Canada that are called out in drawings is not compliant.
• Small Business Participation: Attachment 0015 (Small Business Participation Commitment Document) and the Small Business Subcontracting Plan should both be submitted within Volume IV of the proposal.
• Failure Analysis (FA) Report: The FA Report will be excluded from the Technical Volume page count limitation.
• Energetic Material Traceability: The five-year age requirement for energetic materials applies only to propellant, primer composition/mix, tracer composition/mix, and igniter composition/mix, not their constituent materials.
• Government-Furnished Test Equipment: Quantities for government-furnished test equipment are placeholders; actual quantities will be determined post-award to support contract requirements. The M4A1 carbine will be added to the list.
• Nitrocellulose Pricing: The government will add language for a reconciliation process for Nitrocellulose pricing. Increases/decreases will be limited to the actual change in Nitrocellulose price, excluding labor, freight, overhead, G&A, and profit.

This document provides revised responses to questions submitted by potential bidders regarding Solicitation W519TC-25-R-0034.

• Proposal Due Date Extension: Amendment 0001 (dated 12/16/2025) extended the proposal submission date to February 17, 2026.
• Caliber .50 Quantity: The maximum Caliber .50 quantity per Ordering Period has been reduced from 20 million to 15 million. If over 10 million are ordered in an Ordering Period, delivery can be extended to two years post-award.
• EPA Clause: The government will not add a true-up procedure for commodity material costs under the EPA clause, except for nitrocellulose.
• Ordering Periods (OPs): The government intends to award before September 30, 2026, and will not skip OP1. OP5 has been adjusted, and a new OP6 has been added, extending the contract duration.
• Technical Data Packages (TDPs): Distribution D TDPs will be treated as Controlled Unclassified Information (CUI), and resulting contractor outputs will also be considered CUI.
• Small Business Participation: The Small Business Participation Commitment Document (Attachment 0015) and the Small Business Subcontracting Plan (FAR 52.219-9) should both be submitted within Volume IV of the proposal.
• Nitrocellulose Pricing: The government will include Ordering Period 1 in the Nitrocellulose re-opener and will add language for a reconciliation process. However, overhead and G&A costs will not be included in adjustments to Nitrocellulose pricing.

Several sections of the RFP have been or will be amended based on these Q&As, including changes to proposal due dates, quantity limits, ordering period structures, and submission requirements for small business plans. The government has also agreed to exclude the Failure Analysis (FA) Report from the Technical Volume page limitation.
