The primary requirement is for two (2) Howarth XM Oboes in Grenadilla Wood Body, professional model, with a full conservatoire system, silver-plated keywork, semi-automatic octaves, 3rd octave key, C-D Trill Key (x2), C-C# Trill Key, Forked F-Vent, extra trill mechanisms (Ab-Bb, Ab-A), "Banana Key" - Low C-C# Trill, Eb-E trill mechanism, Articulated C# mechanism, metal-lined tenon sockets and sleeved tenons, undercut tone holes, low Bb vent, all necessary adjusting screws, and an adjustable thumb rest. Each instrument must include a professional solid wood case, oboe swab, polishing cloth, adjustment screwdriver, and cork grease. Acceptable alternatives if the Howarth XM is unavailable include: Howarth XL, F. Loree Royal, or Marigaux 2001. The Product Service Code is 7710 (Musical Instruments) and the NAICS Code is 339992 (Other Chemical and Miscellaneous Manufacturing) with a 1000-employee size standard.
Contract Details
This will be a Firm Fixed Price contract. Delivery is required on or before September 30, 2026, to the USPFO-HI Warehouse, 91 1179 Enterprise Ave, Bldg 117, Kapolei, HI 96707-2150. The contract is FOB Destination, meaning the contractor is responsible for transportation costs.
Set-Aside & Eligibility
This acquisition is a Total Small Business Set-Aside. To be eligible for award, all respondents must complete all Representations and Certifications within their SAM.gov profile.
Submission & Evaluation
Quotes are due by 4:00 PM Hawaii Standard Time on Monday, June 15, 2026. Electronic quotations must be submitted via email to Emma Newbegin at emma.a.newbegin.civ@army.mil. Questions regarding this solicitation must be submitted via email no later than 12:00 PM Hawaii Standard Time on Tuesday, June 9, 2026. The Government intends to evaluate offers and award a contract without discussions with offerors; therefore, the initial offer should contain the offeror's best terms.
